Spring 1999 Meeting Minutes

University of Wyoming, Laramie

I. Call to Order

The meeting was called to order by President John Barnes at 11:05. All officers were in attendance.

II. Old Business

Approval of Minutes

Minutes for the Winter 1998 meeting were approved as submitted. (Motion made by Rick Estes, second by Keith Haiar, vote was unanimous.)

Treasurers Report

Treasurer Sandy Buckstaff delivered the Treasurer’s report. Total assets were reported at $20,516.14 as of December 31, 1998. The report was approved as submitted. (Motion made by Rick Estes, second by Keith Haiar, vote was unanimous.)

Sandy estimated the WES convention receipts for continuing education classes to be approximately $2225.

Student Chapter Report

Student chapter officer, Lindy Johnson gave a presentation on the UW chapter’s participation at the regional conference. The chapter earned 4th place overall and competed in every event. She stressed the valuable teamwork experience the regional conference provides.

The concrete canoe developed some cracking problems while in transit to the lake. High winds played havoc on transporting the canoe the day of the race. Discussion on continuing the concrete canoe. Dr. Edgar mentioned the benefits and increasing costs (registration and lodging) to attend the regional conference. Private donations are needed as costs keep going up to attend conference.

Master’s Degree as 1st professional degree

John Barnes briefly recapped the discussion from last meeting on the 1st professional degree, stating again the Wyoming section does not support the idea.

National Professional License Mobility

John Barnes again briefly summarized the discussion from last meeting.

III. New Business

Fall Meeting

Scheduling for the fall meeting was discussed. Coordination of the meeting with a home football game and/or possibly the WACES meeting was mentioned. General consensus was this would increase interest and attendance. Rick Estes volunteered to coordinate with WACES to set a meeting date and agenda.

Newsletter Editor

The retirement of Vic Hasfurther as the Newletter Editor was mentioned. Vic has agreed to produce a final newsletter, Fall 99. The position is open to any volunteer by contacting any of the section officers.

Continuing Education Seminars

Next years WES convention will be held in Cheyenne. Dr. Edgar is beginning the organization of the educational seminars. He is open to any suggestions on possible topics and would like to receive them on or before the fall ASCE meeting.

Pumping System Design Seminar

John Barnes mentioned the possibility of sponsoring a Pumping System Design seminar. For a fee of $6500, ASCE Nationals provides the speaker and materials. The course could be offered this summer or fall. Discussion followed on the feasibility, location, and scheduling of the event. The possibility of co-hosting with another organization was mentioned.

Scholarships

Only one application was received for the ASCE scholarship. Heather Thom, student chapter Treasurer, was the winner of a $750 scholarship. Last year ASCE provided 3 - $500 scholarships, therefore the board voted to award the student chapter $1000 to cover regional conference costs.

Public Information Grant

National ASCE provides grant money for the promotion of Civil Engineering by the Sections. This year we printed an informational ad in the Sunday, February 21th edition of the Casper Star in recognition of Engineering Week. Ideas for next year were discussed including setting up a display to promote Civil Engineering in the Capital building and sponsoring a student chapter promotional activity.

V. Meeting Adjournment

The meeting was adjourned at 12:01 p.m. (Motion made by Rick Estes, second by Keith Haiar, vote was unanimous.)

A joint luncheon was held with the Laramie Engineers Club. During lunch Paul Johnson, Physics Department Head reported on the status of the proposal to eliminate the Physics degree program from the University.

Following lunch, Dennis Hammer discussed the current affairs of the Wyoming DEQ.
