Fall 1999 Meeting Minutes

 

September 10, 1999                                                Parkway Plaza, Casper, Wyoming

I. Call to Order

The meeting was called to order by President John Barnes at 1:15 p.m. All officers were in attendance.

II. Old Business

Approval of Minutes

Minutes for the Spring 99 meeting were approved as submitted. (Motion by Dr. Edgar, second by Keith Haiar, vote was unanimous.)

Treasurers Report

Treasurer Sandy Buckstaff delivered the Treasurer’s report. Total assets were reported at $23,341 as of June 30, 1999. It was noted the State Public Affairs grant had not been received for the advertisement in the Casper Star. The report was approved as submitted. (Motion by Dr. Foster, second by Rick Estes, vote was unanimous.)

Student Chapter Report

Dr. Edgar recapped the student chapter’s performance at the Regional Conference (4th place overall). He stated the chapter is gearing up for the fall semester and the student chapters within the region will hold a joint meeting at CSU this fall.

He commented on the student chapter’s financial situation. To help cover increasing activity costs, the student chapter has produced a brochure as part of a fund raising effort. More information is available at the student chapter website wwweng.uwyo.edu/societies

III. New Business

Officer Elections

The results of the 1999-2000 Officer Elections were presented. The officers for the next year are: Rick Estes – President; Sandy Buckstaff – Vice President; and Keith Haiar – Treasurer. The Secretary position is still open and will filled by appointment by the President. Anyone interested should contact the new officers.

ASCE National Convention

Rick announced the ASCE National Convention to be held in Charlotte, North Carolina the third week in October. Keith Haiar discussed the 150th Anniversary workshop at the Convention. ASCE is busy preparing for its 150th Anniversary in 2002. It is developing a year long celebration with activities including traveling exhibits, media activities including ads and television programs, public service outreach and education, and celebration activities at national and local levels. The Wyoming Section is expected to assist in the organization of 150th Anniversary activities at the local level. Keith Haiar is exploring the formation of a committee to handle the organization of activities for the Wyoming Section.

Continuing Education Seminars

The Winter 1999 WES convention will be held in Cheyenne. Dr. Edgar is again organizing the Continuing Educational seminars. To help make these seminars a success, assistance is needed in the planning and topic selection process. Keith Haiar mentioned use of email to poll members on possible topics. A workshop on site evaluation was mentioned.

Pumping System Design

John Barnes stated the Wyoming DEQ was organizing a Pumping System Design seminar for this fall/winter and plans to send 20 people.

IV. Other

Rick Estes discussed the State of Wyoming proposal to tax professional services. He stated the accounting and legal professions have already organized against this proposal. ASCE and other Engineering organizations need to get to together to oppose this proposal or risk a tax on their services.

V. Meeting Adjournment

The meeting was adjourned at 2:10 p.m.

Following the meeting, Dave Applegate gave a presentation on the environmental cleanup of the BP-Amoco site in Casper.
